Established by the original council, the 30-Day Rule serves as a legal safeguard to prevent elected officials from remaining absent for extended periods. The bylaw requires a mayor-elect to report to the office within thirty days of the election or automatically vacate the position. If the winner fails to appear, the office is instead awarded to the individual who placed second. This rule famously took effect during the Great Landslide Election; because the landslide winner, Blanche Philadelphia, was buried and unable to report for work, the runner-up, Wesley Werm (Mayor McDaddy), was able to take control of the town.
